Professor Bernard Meltzer
Dept. of Artificial Intelligence
Edinburgh University
Edinburgh EH8 9NW Scotland

Dear Professor Meltzer:

\JI am very much afraid that I have been remiss in not attending to the review of
the Knuth and Moore paper long ago. The truth of the matter is that I have
procrastinated because I simply did not know what to say and then I completely
forgot all about the fact that I had not answered you.

I can find nothing
very wrong with this paper but I have the feeling that it belabors the obvious.
The trouble is that I have had this feeling in the past and have been pained
to learn that what I thought was obvious was not at all obvious and that others
had aclaimed what I had down rated. In this case, since I have been aware of
the subject for a very long time, I may not be a good judge at all. So maybe
you should take the comments of other reviewers and ignore mine.

I believe that I can safely recommend that the paper be accepted on the basis
of the overall competance of the author, whose judgement as to what is worth
publishing may be better than mine.

Let me again tell you how sorry I am that I let this matter entirely slip from
my mind.\.

Arthur L. Samuel
